The privacy statement clarifies how personal data is processed by Møre and Romsdal County Authority through FRAM.

Fundamental requirements for processing personal data

Møre and Romsdal County Authority through FRAM is responsible for the storage and use of your personal data (data controller).

The information is processed in accordance with regulations in the Personal Data Act as well as industry norms for privacy protection and information security in electronic ticketing.

Regulations in force for the processing of personal data by Møre and Romsdal County Authority through FRAM

The Personal Data Act contains rules on how personal data collected is to be processed, including how it is to be secured, who is to have access and whether it can be disclosed to others.

Internal control in Møre and Romsdal County Authority

According to the Personal Data Regulations, all companies that process personal data are required to establish an internal control system. Møre and Romsdal County Authority has such an internal control system.

The objective for personal data processing through FRAM

The objective for processing personal data is to adhere to conditions in the agreement between Møre and Romsdal County Authority through FRAM and our users. These include being able to produce tickets, charge you the right price in relation to usage, print various tickets, replace any tickets or credit on registered cards that are lost, carry out refunds and more easily identify sources of error in complaints or other conditions that may occur in our service.

How we process personal data in the various services

The website and travel planner

This service provides customers (public transport passengers) with a channel to find travel information and for Møre and Romsdal County Authority through FRAM to inform, communicate and promote FRAM's public transport service. Møre and Romsdal County Authority, through FRAM via data processors, collects common visitor statistics for its website using the Monsido analysis tool. Information will be only be used in conjunction with the operation and further development of FRAM's website.

No information is sent or stored outside the EU, as Monsido operates in accordance with the current version of the EU's personal data protection regulation and also the law on the processing of personal data. Monsido has a self-developed statistics and analysis tool that anonymises IP addresses to ensure compliance with the GDPR. Any information that Monsido receives is subject to their guidelines for privacy protection. 

For the travel planner Google Analytics is used for statistics. The statistics are anonymised.

All the information that is collected is anonymized and cannot be used to identify the user. The data processors for these services are ACOS AS, Entur and AtB.

The travelcard and online store

These services provide customers the opportunity to use an electronic ticket (travelcard) and purchase tickets on the internet (online store). Møre and Romsdal County Authority, through FRAM via the data processor, collects information and contact data from the registration form in the online store, information about the date the card was produced, the date of purchase for tickets and the travelcard number. This information is stored in a separate customer database with the data processor.

When using the travelcard and tickets on the card, information is stored such as the zones travelled and the stop your journey started at, the time and date of travelcard usage, which ticket you used and the travelcard number.

This information is collected in the database each time the travelcard is read by a card reader.

Personal information will not be used to provide you with customized marketing information without this being ticked off on the consent form in the online store.

Møre and Romsdal County Authority, through FRAM via the data processor, complies with information security requirements in the Personal Data Regulations chap. 2 and industry standards. Møre and Romsdal County Authority through FRAM may use travel information together with customer information if this is initiated by your use of the travelcard, usually through a complaint or other request made by you as a customer.

Møre and Romsdal County Authority, through FRAM via the data processor, will not use travel information together with customer information to produce statistics, to settle accounts with partner companies and normally not when troubleshooting. The data processor for this service is Entur and AtB.

The FRAM app

This service provides customers with the ability to plan journeys and purchase tickets for public transport on their mobile phones. Møre and Romsdal County Authority, through FRAM via the data processor, stores your phone number in the app to identify you with the profile. If Møre and Romsdal County Authority through FRAM wants to use the information registered for other purposes, for example, to send you advertisements or information beyond what is necessary to keep to the agreement, the County Authority will obtain your consent when entering into the agreement.

The app uses BugSnag to collect information about error situations and usage patterns, in order to more easily identify and correct errors as wells as defects. The information that is collected during error situations includes the status of the unit, unique identifiers of the unit, hardware and operating system of the unit, information related to the how the application is functioning and the location of the unit at the time the error occurred. For usage patterns, information is gathered on when and how long the app is in use.

Firebase Authentication is used for login and user information is stored on Firestore. In addition, Google Cloud Platform (GCP) is used.

Google Analytics is used for statistics. The statistics are anonymised.

All the information that is collected is anonymized and cannot be used to identify the user, but is shared with third parties who provide services in the app. The data processors for this service are AtB and Entur.

Contact form and e-mail

This service provides customers (public transport passengers) with a channel for written electronic communication with Møre and Romsdal County Authority through FRAM. In the first instance, it is staff in the FRAM Customer Service Centre who have access to the information you submit to Møre and Romsdal County Authority through FRAM using e-mail/the contact form. Information associated with the processing of inquires may be shared with the customer service desk (Pureservice; data processor) that Møre and Romsdal County Authority uses, and through e-mail with other staff in FRAM and others that Møre and Romsdal County Authority through FRAM have agreements with to process inquires (e.g. bus operators and shipowning companies). The information will only be used for the administration of inquires. Personal information will be deleted from the inquiry and the rest of the information will be anonymized after the inquiry is processed, so it can be used for statistics. This service is managed by Møre and Romsdal County Authority.

Travel guarantee form

This service provides customers (public transport passengers) with rights in cases where public transport falls short. In the first instance, it is staff in the FRAM Customer Service Centre who have access to the information you submit to Møre and Romsdal County Authority through FRAM using e-mail/the travel guarantee form. Information associated with the processing of the form may be shared with the customer service desk (Pureservice; data processor) that Møre and Romsdal County Authority uses, and through e-mail with other staff in FRAM and others that Møre and Romsdal County Authority through FRAM have agreements with to process forms (e.g. bus operators and shipowning companies). The information will only be used to process the form. Personal information will be deleted and the rest of the information will be anonymized after the form is processed. That way it can be used for statistics to improve public transport. This service is managed by Møre and Romsdal County Authority.

Refund form

This service provides customers (public transport passengers) with a channel to request a refund in writing for a ticket purchased from Møre and Romsdal County Authority through FRAM. In the first instance, it is staff in the FRAM Customer Service Centre who have access to the information you submit to Møre and Romsdal County Authority through FRAM using e-mail/the the refund form. Information associated with the processing of the refund may be shared with other staff in Møre and Romsdal County Authority to process the request by e-mail or through the customer service desk (Pureservice; data processor). The information will only be used for the administration of requests. Personal information will be deleted from the request and the rest of the information will be anonymized after the request is processed, so it can be used for statistics. This service is managed by Møre and Romsdal County Authority.

Information associated with the processing of the notification may be shared with other staff in Møre and Romsdal County Authority and others that Møre and Romsdal County Authority through FRAM have agreements with to process forms (e.g. bus operators and shipowning companies) to process the request by e-mail or through the customer service desk (Pureservice; data processor). The information will only be used for the administration of requests. Personal information will be deleted from the request and the rest of the information will be anonymized after the request is processed, so it can be used for statistics. Information associated with the processing of the notification may be shared with other staff in Møre and Romsdal County Authority to process the request. The information will only be used for the administration of requests. Personal information will be deleted from the request and the rest of the information will be anonymized after the request is processed, so it can be used for statistics. This service is managed by Møre and Romsdal County Authority.

Telephone

This service provides customers (public transport passengers) with a channel to contact Møre and Romsdal County Authority through FRAM to get information about public transport over the phone. All calls made to telephone +47 71 28 01 00, as well as telephone 177 in Møre og Romsdal, will be answered by FRAM Customer Service Centre staff. When ringing, only the information required to answer or follow up inquires will be collected. This may be contact information, what the inquiry concerns as well as the date, time and the length of the call. After responding to the inquiry, personal data will be removed for use in statistics. The statistics are used to better manage inquires. This service is managed by Møre and Romsdal County Authority.

Letter

This service provides customers (public transport passengers) can contact contact Møre and Romsdal County Authority in a written, analog manner. All letters sent to FRAM Customer Service Centre by using the address; FRAM Kundesenter, Postboks 743, 6501 Kristiansund N, Norway, will be processed by staff at the customer service centre. By making contact the information you send will only be used for answering or processing the requests. It can be the name, address and other information you provide in the letter. Personal information will be deleted from the request and the rest of the information will be anonymized after the request is processed, so it can be used for statistics. This service is managed by Møre and Romsdal County Authority.

On-demand transport

This service allows for managing local transport on demand. Møre and Romsdal County Authority, through FRAM via the data processor, collects personal data after your consent that is necessary for providing the on-demand transport service for you as a customer. Cookies are used on the website to gather statistics if you allow this.

In order to best deliver the transport on order service, the FRAM may process contact information, the date and destination. The information is shared with the operator driving the transport. After responding to the request, personal data will be removed for use in statistics. The data processor for this service is Agder kollektivtrafikk.

Travel like the locals

This service allows for managing orders for local public transport and is available online. Møre and Romsdal County Authority, through FRAM via the data processor, uses cookies when you log in until you log out of the service, if you allow this, to temporarily store your choices as you order. Your IP address may be logged to diagnose server problems at the data controller as well as manage the website. Møre and Romsdal County Authority, through FRAM and the data processor, does not share your personal data with others without your consent. The information is used for online ordering of the service and its delivery. The data processor for this service is Trekksoft.

Disclosure of personal data

Møre and Romsdal County Authority through FRAM does not disclose personal data to anyone other than the data subject, unless there is a court order or authorized by law. Anonymous travel data can be used for statistical purposes and can thus be disclosed to others.

Consent

If Møre and Romsdal County Authority's through FRAM processing of personal data takes place on the basis of consent, this can be withdrawn at any time, and the county authority will then terminate the relevant processing of the personal data.

Access to own information

It is possible to request access to what personal data processing does. You can ask to see the information we have registered about you at any time.

Correction/deletion of information

If you find that the information about you is inaccurate or incomplete, you may require to have the information corrected/deleted. When the personal information is no longer needed, it will be deleted in accordance with the regulations.

Limited processing

In some situations, you can ask Møre and Romsdal County Authority through FRAM to limit the processing of information about you.

Protest against processing of personal data

If Møre and Romsdal County Authority through FRAM deals with information about you based on our tasks or on the basis of a weighing of interests, you have the right to protest against our processing of information about you.

Data portability

If Møre and Romsdal County Authority through FRAM processes information about you on the basis of consent or a contract, you can ask us to transfer information about you to you or to another processing manager.

Data Protection Officer

If you believe Møre and Romsdal County Authority through FRAM does not comply with the rules in the Personal Data Act, or have questions about our processing of personal information, you can contact our Data Protection Officer Interkommunalt Arkiv for Møre og Romsdal.

Complaint about our processing of personal data

You can also complain about Møre and Romsdal County Authority's through FRAM processing of personal data. You do this to Datatilsynet (Norwegian Data Protection Authority).

Transport Regulations approved by the Norwegian Ministry of Transport and Communications on 27 February 2004.

Chapt. I Passengers

§ 1 To whom do the regulations apply

These transport regulations apply to travel with public buses in Norway and constitute a contract between the passenger and the carrier that provide transport.

§ 2 Embarkation and disembarkation

Embarkation and disembarkation shall only take place at designated stops. If it is safe and in accordance with the road traffic regulations, stops may in exceptional circumstances take place outside of designated stops.

§ 3 Fares and refunds

The carrier is obliged to use the price regulations, including discount schemes, approved by the authority that the Ministry of transport has appointed as pricing authority for the line or bus company in question. The price regulations may also contain conditions for periodic tickets that are not used.

Information about fares and discounts must be available to the passengers, including information about refund practices, and where to direct an inquiry about this.

§ 4 Tickets

The right to travel is contingent on having a valid ticket. A ticket is to be purchased or a travel card is to be shown for inspection on embarkation, unless other solutions for payment has been introduced. Passengers are responsible for checking that they have received the correct ticket and change. To the extent that it is possible, any complaints should be made immediately on site.

If a passenger is unable to buy a ticket at the appropriate time, this is to be made known to the driver/personnel as soon as possible and before disembarkation.

Passengers must carry their ticket throughout their journey, and they must show it to the driver or inspector on request.

Passengers who are unable to present a valid ticket during an inspection are obliged to pay a penalty charge corresponding to twice the amount for the single journey fare for the distance, with a minimum fee of NOK 300. Cards that are misused or attempted missed can be retrieved by the personnel. A receipt must be issued.

Passengers who refuse to pay the penalty charge can be reported to the police, cf. the General Civil Penal Code (“Straffeloven”) Section 403.

Pursuant to the professional transport act of 21 June 2002 no. 45 § 33, passengers without a valid ticket may be detained. Conditions for detainment of passengers must be specifically approved by the Ministry of transport for each carrier’s terms and conditions.

§ 5 Conduct

Passengers are obliged to show consideration for other passengers and to comply with normal safety rules. Seat belts and other safety equipment shall be used where provided.

Passengers must not obstruct the driver's view or in other ways disturb the driver.

§ 6 Smoking and alcohol/drugs

Smoking and the consumption of alcoholic beverages or other intoxicants is prohibited on means of transport.

§ 7 Disturbances

The driver or other personnel can refuse to admit passengers who are clearly under the influence of alcohol or drugs, or who in some other manner behave in a way that inconveniences or causes discomfort to other passengers. Passengers who behave indecently or who in some other manner inconvenience other passengers can be expelled from means of transport.

§ 8 Rules concerning passenger liability

Any damage caused by passengers to means of transport or fixtures and fittings shall be compensated pursuant to the general rules relating to compensation of damages.

Chapt. II Luggage

§ 9 Hand luggage

Each passenger can free of charge bring along easily handled objects (hand luggage) with a total weight not exceeding 20 kg. The luggage must be stowed so that it does not inconvenience other passengers or obstruct people getting on and off.

§ 10 Other luggage/goods

For a fee, heavy or large items can be brought provided there is room available and the driver/personnel deems it safe. Such items must be stowed according to the directions from the driver/personnel.

Prams and pushchairs can be brought along, provided that there is room for them, and they must be placed in the manner prescribed by the driver and other personnel.

Bicycles that can be dismantled or folded can be transported in the luggage compartment. Other bicycles will only be accepted on vehicles with a bicycle rack or other suitable equipment/storage space, as long as there is space and the driver deems it safe.

§ 11 Animals

Personnel/drivers of means of transport are not obliged to admit live animals. The driver/personnel determines whether an animal can be brought on board. Dogs must be kept on a leash during transport and be placed so that they do not inconvenience other passengers. Animals that are aggressive or cause discomfort to other passengers in some other way can be removed from the means of transport during a journey.

§ 12 Liability and compensation for loss of or harm to luggage and/or persons

The carrier is not liable for the loss of or damage to objects brought along as free luggage unless it can be proved that the personnel have been negligent. In other respects, the liability of the carrier is regulated by the Automobile Liability Act (“Bilansvarsloven”) of 3 February 1961.

For goods that are transported against a fee pursuant to § 9, the carrier is responsible for loss or damage that occurs from the goods is place on the bus until it reached the destination. However, this does not apply if the loss or damage is caused by faults or negligence on the part of the passenger bringing the goods. On determining the compensation, act about road freight agreements of 20th December 1974 apply. The act’s § 32.2 stipulates that on domestic transport, the liability is maximum 17 SDR for each kilogram of the damaged goods’ gross weight.

(SDR - Special Drawing Right - is an international currency defined by the International Monetary Fund.)

§ 13 Claims

Anyone claiming compensation pursuant to § 11, must do this within reasonable time and without unfounded delay.

Chapt. III Liability and compensation

§ 14 The company’s liability in connection with delays and cancellations

As far as possible, the carrier shall endeavour to inform passengers about cancellations, delays and other disruptions to operations and inform passengers on how to act. Small delays must be expected.

Delays that exist when the transport agreement is entered into are viewed as accepted by the passenger.

If a service is delayed or is cancelled or interrupted en route, the carrier shall, depending on the circumstances in each individual case, arrange for alternative transport within reasonable time. What is deemed to be “within reasonable time” must be assessed in each case.

If alternative transport is not provided or is not provided within reasonable time, passengers have the right to claim compensation for the loss that has been incurred provided the carrier has acted negligent.

Any claim for compensation must be documented. Only direct loss is compensated. The passenger is required to limit the loss.

§ 15 Liability for harm to person

If a person is harmed the carrier is liable according to the conditions for the Automobile Liability Act («Bilansvarsloven”).

Chapt. IV Other stipulations

§ 16 Complaints

Any complaints about the carrier, personnel or the running of services must be addressed to the carriers office. This also apply to complaints over cards that have been retained according to the stipulations in § 4.

§ 17 Information about the terms and conditions

The transport regulations shall be carried on each vehicle when carrying out the types of transport that the terms and conditions apply to. The terms and conditions shall also be available for the passengers or information about where the terms and conditions can be found is to be provided. The name of the carrier and how to contact the company must also be specified.

§ 18 Validity

Each carrier kan apply additional transport regulations as long as they do not reduce the rights of the passenger pursuant to § 1-17 above.

Product information

The products sold through the FRAM app are electronic tickets. Single tickets and periodic tickets. The route information and all tickets that are available in the app applies to the routes that Møre and Romsdal County Authority covers in the county through the public transport named FRAM. The route information apply to all the scheduled public transport with buses, express boats and ferries in the county. The ticket apply to the buses and express boats, and ferry when one or several ferry connections are included in the traveling distance for the bus journey.

• The mobile telephone which the ticket is linked to must be with you for the entire journey. You can buy a ticket to your own mobile telephone or to another person as a choice in the purchase dialog. It is not possible to transfer a ticket to another person later.
• By using "travel search" you do not buy a ticket for the specified departure but a ticket to the particular route and ticket category. The ticket, therefore, will not be considered a reservation on that departure or guarantee for travel on the departure.
• Do not activate the ticket by selecting "start now" unless you will start traveling immediately.
• The tickets are not valid for other commercial public transport services, such as the airport shuttle bus in Ålesund nor buses to Bergen, Oslo and Stryn-Trondheim.

Responsibility and delivery

As the traveller you are responsible for ensuring that the mobile telephone is working normally, ticket is legible for any ticket control and that you have sufficient battery capacity for the whole journey. If you are unable to show your ticket to a controller it will be treated as travelling without a valid ticket. Please see the Terms of travel.

Travellers who are unable to show a valid ticket to the controller will, in addition to the cost of the ticket, have to pay a fine of NOK 1150 kroner, or NOK 950 if you pay on the spot, for adults/passengers on concessionary ticket/students. For children/youths over 15 years old the penalty fare will be NOK 950 independent of payment method. A false or falsified ticket will incur a penalty fare of NOK 2000 and the ticket will be confiscated (independent of category).

The ticket/tickets are sent/delivered immediately after payment, distribution requires that the app is connected to the Internet (Wi-Fi or mobile data). As the traveller you are responsible for ensuring adequate coverage. Be aware that there may be a delay in the delivery with a poor coverage. The delivery of the ticket/tickets is considered completed when the product is activated.

In the FRAM app you also need Internet (wifi or cellular data) to use the tickets.

Prices

All prices are given in Norwegian kroner (NOK) and including VAT. The total price for the ticket/tickets will be shown in the app before the purchase is completed.

The prices are determined by the fare regulations that are applicable. Møre and Romsdal County Authority is the ruling fare authority and with new fare regulations pricing may be changed accordingly.

Payment

In the FRAM app you can use a debit card, credit card and Vipps for means of payment. The first time you add a bank card, add a new bank card or pay for the ticket with a bank card you will be asked to verify by BankID. A requirement to increase the secure use of your debit or credit card.

When buying a ticket by bank card the payment is processed by Nets in the FRAM app, with secure electronic payment solutions for VISA and Mastercard. All card information is kept in accordance with the card companies' rules. In the banking system no travel information will be registered together with the electronic ticket.

To use Vipps for means of payment the Vipps app must be installed on the phone. You must have a BankID, a Norwegian credit/debit card and an account in a Norwegian bank to install and use Vipps. Other requirements are a Norwegian ID number (fødselsnummer) or d-number, a Norwegian mobile phone number, an e-mail address and a registered home address.

When you choose to pay with Vipps you will temporarily leave the FRAM app and enter Vipps. You confirm the payment in Vipps and when the payment is complete you will automatically be taken back to the FRAM app and your ticket has been paid.

Activating the ticket

When you buy a ticket in the FRAM app the ticket is active immediately when you purchase and choose to start the ticket now or active later at the date and time you decide if you choose start later.

As a traveller you must always read the QR-code for your ticket on the available code reader device on board. On the vehicles/vessels without a functional code reader, present your ticket to the driver/crew.

Identification and documentation

As a traveller you must be able to present identification to the driver/crew/controller in case of doubt regarding your age. When using a ticket that entitles you to a discount, you must provide relevant documentation together with the ticket, e.g. FRAM Ung, student ticket or concessionary ticket.

Receipt

If you require a receipt for the ticket you purchase, you can choose to fill in your email to send the receipt by email in the FRAM app. You can do this by going to the ticket history under settings in the app.

Reminder

In the settings within the app you can soon choose to tick the box if you want a reminder that your single ticket or periodic ticket is about to expire.

Right of withdrawal

There is no right of withdrawal for a single ticket and periodic ticket bought and activated in the app. The ticket that is downloaded to the app and activated are considered used.

Privacy protection

This service is prepared to make the planning of public transportation and the ticket purchasing more versatile for you the traveller. Møre and Romsdal County Authority through FRAM via the data processors, wil store your mobilephone number within the app to identify you with a profile. If Møre and Romsdal County Authority through FRAM want to use the registered information for other purposes, e.g. to send you advertisements or information beyond what is necessary to fulfill the agreement, the County Authority will obtain consent from you to make the agreement.

The FRAM app uses BugSnag to collect information about error situations and usage patterns to more easily identify and correct errors and deficiencies. Information that can be stored under error situations include unit status, unique unit identification, hardware on the unit and operating system, information related to how the application works, and the location of the units at the time the error occurred. To obtain a usage pattern, information about when and how long the app is in use will be collected.

Disclaimer

We note that typing errors/errors can occur, which may mean that e.g. functions, services, route information and products cannot be delivered in accordance with the information in the app, in marketing or otherwise.

In case of a major error with the app, then information will be posted on the FRAM website.

Complaint

If there is a deficiency in the functions, products and services offered in the app, you must within a reasonable time after you discovered it, send a written message to FRAM Customer Service Centre by e-mail fram@mrfylke.no informing about the problem. You will then be informed about what to do next. The rules about complaints can be found in the lov om forbrukarkjøp (in Norwegian only) (Consumer Rights Law).

Product information

The products you can buy in the online store are electronic travel documents. The electronic tickets are linked to a contactless travel card from FRAM in Møre and Romsdal County Authority. It is necessary to have a travel card to be able to use the online store. After the purchase, the card will be activated when it comes into contact with a card reader that has been updated with information about your purchase.

Via the online store, you can buy period tickets.

Prices

All prices are in Norwegian kroner (NOK) and are shown both with and without VAT. The total cost of the purchase will appear before the order is placed. The prices are in accordance with the applicable rate regulations. Møre and Romsdal County Authority is the rate authority, and the price will change when the rate regulations are changed.

Order processing

All orders are processed automatically by the ticket system. After the purchase has been made, the order will be ready for distribution to the ticket machines.

Delivery

Distribution of orders to the ticket machines takes place once a day, and starts at 05.00. A purchase should therefore normally be available the next day. The order is entered on the travel card when the card is in contact with a card reader. An order is delivered when it is entered on the travel card. If the order is not entered on the travel card within 6 months of purchase, the order will be deleted.

Payment

Payment is made in the online store. At purchase, the payment is processed by Vipps or Nets. All payment information is stored in connection with the companies' regulations. It is optional to save information about the payment card in the online store.

Refund

Period ticket

A period ticket can be redeemed during the period for which it is valid. We can check whether the ticket has been used up to and including the day the ticket is blocked. Refunds are given according to this formula: Price for period ticket with deduction of 2 journeys per day for a single ticket.

Reimbursement of period tickets in case of illness

Claims for reimbursement must be reported to FRAM Customer Service Centre through e-mail fram@mrfylke.no. The ticket will be blocked for use, and a refund will be given with 1/30 of the ticket price (30-day ticket) per day the ticket has not been used.

Passengers are obligated to have a valid ticket. Note that on demand, you must always be able to present a valid proof of your eligibility, to a discounted ticket. Without valid proof of eligibility you will be charged a penalty fee in case of a ticket inspection. 

Adult

You pay adult fare if you are not in a discounted passenger category. The adult fare applies for persons aged 18 to 66.

Child

Child fare applies to persons aged 6 to 17. Children under 6 years of age travel for free when they do not travel alone. (Exception for kindergartens* and school transport.)

The child discount is 50 % off adult fare for single tickets and 40 % for period tickets.

* Kindergartens can travel on buses without paying for the children on bus departures after 09.00 and before 13.00. There are other rules for express boats.

Concessionary (Honnør)

Concessionary fare (honnør) applies for persons from 67 years and older, for the disabled with a Norwegian disability pension, persons with concessionary card (honnørkort) from NAV, and for the blind.

The concessionary discount is 50 % off adult fare for single tickets and 40 % for period tickets.

Concessionary fare also applies to a spouse, registered partner or cohabitant travelling together with a person entitled to a concessionary ticket. 

Student

Student fare applies to high school students and full-time students up to and including 29 years of age. 

Student discount on single tickets:

The student discount on ordinary period tickets is 40 %. For journeys outside the county, we grant a 50 % discount on the additional price.

Youth

If you are in the age group up to 25 years old, you can purchase a period ticket for 30 days (FRAM Ung) that gives you the right to unlimited travel within Møre and Romsdal in the period that the ticket is valid. The ticket is not valid on commercial airport express services and other commercial routes. 

Apprentices

All apprentices in Møre and Romsdal can purchase tickets with a student discount provided they can show proof of apprenticeship. Logged-in user in the VIGO app for vocational training can be used as valid proof of apprenticeship. There is no upper age limit for apprentices.

Military

Persons who are doing their compulsory military service are granted a 50 % discount on the adult single fare upon presenting proof of service.

Aide for passengers with special needs

An aide for a person with special needs who has the right to an aide, travels for free on FRAM’s means of transport in Møre and Romsdal upon presentation of valid proof of eligibility (card or digitally) from the municipality.

Stroller

A stroller can be brought on board for free of charge provided there is space. The driver or personnel determine whether there is sufficient room, based on safety considerations.

Dog

A dog can be brought on board for the same fare as for children 6-17 years. Service dogs in service travel free of charge.

Bicycle

A bicycle can be brought on board and the fare is the same as a children’s ticket. On express boats, bicycles can be brought on board for free.

Exception: You can bring a fold-up bicycle and small kickbikes that can be easily carried with one hand, free of charge.

The bus driver or personnel on board decide whether there is enough room on board. Bicycles etc, will not be prioritized if the bus or vessel is full.

Luggage

Passengers are allowed to bring easily managed items (hand luggage) with a total weight of up to 20 kg for each ticket. The luggage must be placed in such a way that it does not cause discomfort for other passengers or prevent entry and exit.

Larger items, up to two items with a maximum total weight of 30 kg, can be brought if there is sufficient space available. The personnel determines whether there is enough space.

FRAM does not accept liability for any damages on luggage or goods.

Family discount on buses

On bus journeys Saturdays, Sundays and public holidays (with the exception of 17th May) persons in the categories adult or concessionary (honnør) can bring up to four children under 18 years old free of charge as long as everyone travels the same distance, and it is within one zone.

Family discount on express boats

When a family (father/mother and children 6-17 years old) travel together and buy one joint single ticket, all family members receive a 25 % discount on the ticket.

Refunds

If you will not be using a period ticket, it is possible to apply for a refund. If you move, are on sick leave or change the way you travel, you may apply for a refund by contacting FRAM Customer Service Centre.

We will refund the remaining value as follows: The ticket will be cancelled from the day you contact FRAM, and a refund will be granted with 1/30 of the ticket price (30-day period ticket) for each day the ticket has not been used.

Any remaining value (travel money) on travel cards that were previously used on buses, may be refunded to a bank account.

Penalty fee

Passengers who during a ticket inspection are not able to present a valid ticket for a journey that has been initiated, will be charged a penalty fee. A journey has been initiated when the passenger is on board the means of transport. This also applies to passengers using discounted tickets and who are unable to present valid ID/proof of eligibility for a discount.

• Adult/concessionary/student: NOK 1150, or NOK 950 if you pay on the spot
• Children and youth over 15 years old: NOK 950 irrespective of form and time of payment
• Forged or falsified ticket: NOK 2000, and the ticket will be confiscated (irrespective of category)

If the fine is not paid on the spot, an invoice with payment information will be sent. Missing payments will be followed up and will – if necessary - be recovered through debt collection.

If a penalty fee was charged due to failure to present a valid proof of entitlement to a discounted ticket, the penalty fee may be exempt from payment if the passenger within seven days can present valid proof of eligibility to the discount at the time of travel. This is on the condition that the passenger can verify their identity with photo identification at the time the fine is issued. The passenger must send a copy of the fine along with identification to FRAM Customer Service Centre. The fine will be waived, subject to an administrative fee of NOK 200.

For complaints about the imposition of additional fees, submit a written complaint to FRAM Customer Service Centre. 

Permanent work commuters and residents living on the islands of Ona, Sandøy and Orta will have priority on the ferry connection.

Priority travelers without vehicles do not need proof that they are permanent residents or commuters. The crew mostly know the local travelers, however, we ask you to make yourself known well in advance of boarding.

Terms of priority

40 percent of the capacity of the ferry, equivalent to eight passenger cars, will be used for priority vehicles. We ask travelers with priority to consider carpooling or traveling without a car.

• Attendance deadline: 15 minutes before departure time.
• The card is personal. Misuse may result in the card being revoked.

Depending on where you travel from - you can do one of two:

• Travel from Ona or Småge: Meet up at the ferry departure and make yourself known to the crew.
• Travel from Orta, Finnøy or Sandøya: Call or report to the crew on the ferry no later than at 20.00 the evening before departure for making a reservation.
